EdenView Development Overview
Big things are happening at Habitat for Humanity of Franklin County (HFHFC). Since as early as 2012, our affiliate has explored the possibility of purchasing a large tract of land to create building lots – also known as a Habitat development. Key criteria included a central location within the county, access to public water and sewer, and a setting that reflects the pastoral beauty of the Cumberland Valley.
In 2023, HFHFC entered into an option-to-purchase agreement for a property in Hamilton Township with a Chambersburg mailing address. Over the following two years, staff conducted extensive due diligence to confirm the site’s suitability and the project’s viability.
In late 2025, Habitat purchased 26 acres along Keefer Road. The land will yield 71 building lots. Acquisition funding was made available through the Franklin County Impact! Grant, LSA funding, and proceeds from sales at the Habitat ReStore. The development is named EdenView, a nod to the nearby Edenville Road community.
The majority of the homes at EdenView are intended to be sold in partnership with income-qualified buyers. Planned housing includes a mix of single-family detached homes and duplexes – specifically not high-density townhomes or house trailers. Remaining lots will be made available to other builders and community members, creating a thoughtfully diverse neighborhood.
Habitat hosted a Town Hall meeting to inform nearby residents of our plans. All required permits and entitlements are in place, and staff are currently preparing bids for infrastructure installation. Construction of the first homes is anticipated to begin in the second quarter of 2027.
